A forecast needs air around it. Sources are listed with a timestamp field so a record can be checked, not merely cited. Calibrate the rift, not the story. Every observation has an angle.
More than one path can be visible. Settlement is a published condition, not a mood. The answer remains outside the chamber until that condition is met.
Nothing is admitted because it is fashionable. A question enters only when it can be observed.
If the observatory cannot name the records it will consult, the question does not enter. Private conviction is not a source.
Outcomes are listed before the question is open. They must be able to stand as a complete set, so resolution does not invent a leftover path.

A source is a named original record with a place to store when it was observed. Missing is not the same as zero. Stale is not the same as absent. The observatory does not average unlike units.
Settlement
Settlement is the published rule that turns competing outcomes into a resolution. It is written before the question is open. Evidence does not abolish uncertainty; it only makes the close inspectable.
